Although the Geneva Conventions of 1949 do not impose an obligation to report on the implementation of IHL norms into national legislation, the issuance of Voluntary Reports by states has become a trend in recent years.
We present a Voluntary Report prepared with the support of the Ukrainian Red Cross Society and in continuous consultations with the Interdepartmental Commission on IHL of the United Kingdom. This report is detailed in nature, covering all key issues in the field of IHL, and consists of six (6) sections, in particular:
1. General Issues
2. The Ministry of Defense System: Competence and Authority in the Field of IHL
3. Protection of Specific Categories of Persons and Objects
4. Means and Methods of Warfare
5. Dissemination of Knowledge about IHL
6. Ensuring Compliance with IHL: The Role of the Ministry of Defense.
